Head of Transport Policy

Salary: £40,300 - £43,191.

Location: Belfast.

We are recruiting for a Head of Transport Policy, to join our Infrastructure and Sustainability Directorate. Reporting to the Director of Infrastructure and Sustainability, you will be a member of the Consumer Council’s Wider Leadership Team (WLT). You will work with colleagues across the organisation, and key stakeholders, to deliver the objectives of our Corporate Plan against statutory and non-statutory functions. 

As Head of Transport, you will: 

• Be responsible for the delivery of the annual work programme within the Transport team, managing people, projects, resources and budgets to deliver timely, high-quality outputs. 
 
• Lead the development and delivery of transport policy for the Consumer Council across a wide range of areas including our work on standards relating to road, ferry, airline and railway passenger transport services and facilities. You will also represent consumers as Northern Ireland Government transport strategy is developed as transportation is digitalised and decarbonised. 

• Manage collaborative stakeholder relationships with funders, Government Departments, Regulators and service providers including the Northern Ireland Department for Infrastructure, Translink, the Northern Ireland Airports, airlines, taxi companies, UK Department for Transport and the Civil Aviation Authority, the advice sector and other consumer bodies. 

• Lead on the delivery of publishing transport consumer research and insights including research reports, recommendations and conclusions, press releases, communication campaigns and press activities. 

You will work in partnership with our Board, stakeholders and industry to influence public policy and regulation, deliver positive outcomes for consumers, and advise the Consumer Council’s Wider Leadership Team in your respective policy area.

Senior Energy Policy Officer

Salary: £32,880 - £34,011.

Location: Belfast.

We are currently recruiting for a Senior Energy Policy Officer, to join our Infrastructure & Sustainability Directorate. Reporting to the Head of Energy Policy, you will work with colleagues across the organisation, and key stakeholders, to deliver the objectives of our Corporate Plan against statutory and non-statutory functions. 

As Senior Energy Policy Officer, you will: 

• Contribute to the design of a programme of work each year; 

• Play a vital role in delivering the annual programme of work; 

• Create and maintain a collaborative working relationship within the Consumer Council and outside of the organisation with a range of stakeholders; 

• Manage individual projects, producing robust evidence so credible policy recommendations can be made to stakeholders; and 

• Pursue these policy recommendations to improve consumer outcomes. 

The Senior Energy Policy Officer will support the CEO, Board, Directors and Leadership Team to deliver against the organisation’s mission, values and Corporate Plan.

Energy Policy Officer

Salary: £29,258 to £29,859.

Location: Belfast.

We are currently recruiting for an Energy Policy Officer, to join our Infrastructure & Sustainability Directorate. Working within the Energy Policy team you will play an important role in the delivery of the Consumer Council’s energy work programme that includes activities relating to decarbonisation, consumer protection and fuel poverty. 

As Energy Policy Officer you will: 

• Contribute to the delivery of the annual programme of work within the Energy Policy team. 

• Contribute to the creation and maintenance of a collaborative working relationship within the Consumer Council and with a wide range of stakeholders. 

• Manage individual projects. 

• Contribute to producing robust evidence so that credible policy recommendations can be made to stakeholders. 

• Help track policy recommendations to improve consumer outcomes. 
 
The individual will work as part of the team to ensure that the organisation delivers against its mission, values and the strategic framework of the Infrastructure & Sustainability directorate.
